Scrape off the flaking and bubbling as much as you can, sand it down, clean it of with white spirit then apply a primer undercoat and then a quality exterior top coat.

Nothing to do with the plaster or the paint. you need to install ether a extractor fan in your kitchen wall or buy extractor hood for above your cooker. if i was you i would install both.
You could line the walls with lining paper, its cheap, easy to do and will give you a great finish.
