I would personally say yearly is too much as the finished coat should look fine for a few years. every 5 - 10 years would keep your exterior looking fresh but anything below that is unnecessary and could make it harder year in year to maintain.
Hello. i wasn't sure exactly what the issue may be but i pulled this off goggle since it may help //
two things cause this: you have inadequate or poorly installed insulation, or you have an air leak on the outside wall surface that's letting cold air into the wall cavity. most likely those shadow lines were there before you painted, and they became more apparent with the new paint.

Try using a drywall joint compound or a flexible polyfilla. i'd personally suggest trying the latter first though as this will more than likely solve your issue.
