Answers:

You can either put new coving up to cover the gap or you would need to fibre tape the joint along the ceiling/wall....apply pva along both ceiling and wall area that has to be patched in....while pva is tacky apply multi finish to ceiling and wall....run an angle trowel along to give you a sharp corner....polish to a finish
Unfortunately you can’t plaster over wood chip paper. once you pva and apply plaster onto the ceiling, the wet plaster will absorb into the paper and fall off.
my recommendation would be to either
1- strip the paper off with a steamer (takes for ever) then once all the paper is off , you can prep and plaster as usual
or
2- fit a new gyproc ceiling over the top of the original wood chip ceiling then plaster.
