Yes it could be done. i suggest first we change all the weak boards then we start the next process.
We will need council permission. if they grant this then we will replace with a dropped kerb. i cannot give an exact estimate of figure, unless i physically see the job. only then i can work out how much work will be involved and what can be done exactly.
No it cannot be skimmed over. we will need to strip and take off the whole ceiling, then replace with plasterboard/tape-joining. after that we can do plaster skimming.
Yes this can be done with the correct venting and equipment.
This could be due to a leakage/blocked supply pipe. i will need to investigate the boiler and seek advice from a professional plumber.
