Don’t pva the walls, use a diluted trade contract paint to soak into the plaster and will also highlight any imperfections in the plaster. before papering the wall use diluted wallpaper paste to size the wall
Try washing the walls with a mixture of 1 part bleach to 10 parts water, then rinse with plain water and a clean sponge. allow the walls to dry completely. follow with an odor-sealing primer.you may need to apply two coats before repainting with fresh (unspoiled) paint.
The paint wasn’t diluted properly or not at all by the sounds of it so hasn’t soaked into the plaster
