Yes you can but it is a bit of work to what we call feathering in.
Yes you can but it does depend on how thick the aertex pattern is , sometimes its easier to take down and start again
Depends on whos getting rid of old ceiling if got asbestos you will need to use a specialist company to remove it.
as for re boarding and re plastering all ceilings hard to say until it been estimated.
Try using a watered down pva to seal artex, this will also help plaster to stick, takes a bit of work though. sometimes its easier to overboard.
Get a plasterer to go look at it , probably need new ceiling
